Quick test, Pull the hose off the pump in question, install a long hose on the pump, test the system electrically (by direct jumper or the stalk, washer fluid flows?
YES>The test for line to nozzle blockage. Simple
NO> Check/replace pump, intake filter, clean reservoir with bleach solution.
You can bench test the little monsters if you are so inclined. Most just replace them all as they are under $25 US.

NOTE: Do NOT use shop compressed air to clean/test lines. It will blow off and trash every connector and nozzle in the lines. You only need a few PSI to test the lines. Water does not compress very well.
