The starter gear and ring gear are not matched that way. Regardless, the ring gear is so huge compared to the starter gear a tooth more or less wouldn't matter. The difference in gear diameter(location to each other) would be a bigger concern if it doesn't get compensated for. If the gears are made correctly any two amounts of teeth will mesh correctly.
