Resistors are a BAD idea with lamps like head and fog - you need to use such a low value resistor to simulate correct load that the power dissipation is nuts and can melt plastic bits near the resistors etc. - a 50W resistor is huge and gets VERY hot.
Not to mention the waste of power...
Just code off the hot and cold monitoring.
