Was the bumper off the car recently? Replaced or painted etc.? Maybe the PO or panel beater left the connector undone...
Old thread (and my images are gone - grrr…) but my PDC just started playing up.

While I have yet to fix it (getting there...) I can confirm it IS possible to access the front PDC hardness connection via the right-side fog lamp - just remove the fog lamp cover and fog lamp assembly and there's a tonne of room to get at the connector/harness etc.

Still NO WAY you can get to the outer front sensors without removing the bumper though.
