Responsibility starts before creation of embryos.
If she has a number of children already with no husband then it's irresponsible to freeze embryos.
If she can not afford children then it's irresponsible.
If she has a fixation or is obsessed with having children, then there are potential mental health issues -having children is likely irresponsible, certainly it is until the illness is cured or brought under control.
You seem to be focused on what should be done with them if she wasn't going to use them. That's hypothetical since they were used.
So what would I do with them? I'd not use them nor would I want to discard them if it wasn't necessary. I'm out of my realm here on options but I'd ask if they could remain frozen in perpetuity.
