You guys are missing Kirsten and Amanda's handicap. How insenstive. Both are clearly MENTALLY handicapped.
In all seriousness, it pisses me off too when I see apparently able bodies people parking in handi spots, placard or not. I would however, be cautious in screaming at someone who does it because he or she might have a problem that prevents them from walking far but not from walking at all. I woman I work with, who I dislike immensely, had a hip replacement. She could walk well enough but not for great distances. I did feel sympathy for her and to her credit, when she was well enough to walk farther, she gave up her placard.
Here in CA, having a handicap placard exempts you from parking time limits and even parking meter fees. People like to get the placards for that purpose.
What can we do about it? Probably not much. There aren't many people patrolling parking lots for those violations. Cops are needed more urgently on the streets rather than cruising parking lots. You have to rely on "meter maids" to enforce the rule. The nice thing though is that when someone gets pinched for it here in CA, the fine is enormous. I thinks it's about $325. Serves them right.
