lets start with the items...

You have the CCFLs inside the headlights.

When the CCFLs are activated, the front PDC is constantly beeping, (and the rear one probably is not reacting to any obstacles)

The CCFLs are aftermarket items that were inserted into the headlights by baking them open.

The CCFLs are using ballasts, one per each headlight.

The ballasts could be 1. inside the headlight, or 2. outside the headlight

Regardless of where the ballasts are, the require 12 VDC in order to operate.

The voltage can be supplied to the ballasts by many different ways - can you specify how exactly the ballasts are fed?

Depending on your particular setup, you might not need to open the headlights...
