HELP! Diamond key DFW

To make a long story short, my G30 and my E53 were totaled last month. One week apart. Not by myself. My mom was generous enough to give me her E83 which she and her husband drove from Idaho to Dallas, TX. Trying to be thoughtful and without my knowledge, my stepdad tried replacing fob as the battery in the original had died. Unbeknownst to him as he literally knows nothing about BMW, you can’t just program a new fob without properly programming a new few. He transferred none of the components needed to operate the car. Now I have a half working fob and a non running car.

Is there anywhere in DFW that has the tools and knowledge to program the fob so that it is fully operational? Or does anyone know of a relatively inexpensive locksmith?
