I believe many of the OBDII Apps like Torque as well as the UltraGauge should be able to gather this data and give you a good A-B comparison. Check each App description for more details.

I cannot say how accurate they are, however, they tie into the OBDII data stream and can easily determine when the vehicle starts rolling, how fast and how far they have traveled.
So I think the accuracy would be a function of the wheel speed sensor values. But for comparisons for tuning purposes they are probably very consistent. I can see in some cases if there is excessive wheel spin and depending on how the wheel speed sensors and vehicle speed is determined, this could be an issue. Some systems may use the GPS data speed and the accelerometers in the phone for other purposes.

Any app is going to be inaccurate for HP gains and acceleration times. Otherwise why would anyone invest in dynos and expensive time equipment.
