When I drove an Audi Avant (no it's not a Wagon) the correct PS Fluid was the CHF Pentosin, but with the cost of CHF Pentosin compare with regular Dex III ATF, the cheapskate Audi owners would use Dex III instead of the CHF Pentosin. They later found out that the ATF Dex III does not mix well with the CHF Pentosin that was already in the system.

If the cap says ATF, then then pretty much any (similar) ATF will do. It's just being used as a hydraulic fluid - it's not a high performance application!

I tend to use a high quality synthetic ATF but that's just what I have left over from the last VW gearbox I serviced (Fuchs Titan 4400 I think...).

So I get that ATF and CHF don't mix, but the components are technically the same and can use either or? Rather accepts either or?

What does the PS reservoir cap say?

It said ATF, thought it had never been changed by PO, but today when I was doing the PS pump looks like something was done at some point in it's life and not sure if they changed it out to CHF to ATF. I was looking at newtis and it says cars with AFS (Active Front Steering) or AKA Servotronic I believe came equipped with CHF. So my OCD is killing me now especially since after replacing the pump the noise is still present.

Then all you can fall back on was the colour of the fluid you removed when doing the PS pump. Reddish or greenish?

I guess you are right in assuming that both fluids will work in the system and either can be used in an empty system. If you use CHF 11 in a system that originally contained ATF, you might want to mark the cap to note the change.

How do you even "flush" and entire PS system - and with what?
