I would remove the serpentine belt and any other belt to eliminate noise from water pump, idler pulley, alternator , power steering and ac compressor.

Definitely the SAP. Mine did the same thing, my neighbors thought I had a jet engine...

youtube video is saying that it is likely to be the hose... not the pump itself, thoughts?

Not really sure what that means... Hose hiss not whine definitely not neighbor affecting. I will check it all over and hopefully the diagnosis makes things more clear. Thank you

yes, I believe it is wide open in my engine bay on the right side... it sits all by itself... ill try and unplug it to see if the noise does not appear.
