The main cabin fan? Sorry I can’t watch your video right now. If yes, your final stage resistor is bad & needs to be replaced. Unplugging it will stop the fan

It's to monitor the cabin temp. It likely runs any time the car isn't sleeping

Hell mine kicks on the instant I open the door and the car wakes up, but then again it can reach 60c in some places.

Totally normal. Like has been stated, it starts running as soon as you unlock the car and continues to run for some time after the car is stopped. Is does eventually stop...

Leave the window down and lock the car twice (to disable the motion sensor). Come back after 16 minutes it should be off.

My fan is silent but works or my auto temp wouldn't. (also the navel lint I have to clean out of its intake is a clear indication). Maybe the problem is the fan bearings are shot?

Stick your head in and listen for the fan and look for the light at the shifter

this little fan is NOT your issue. look elsewhere. check to make sure your interior lights shut off after 16 mins after your vehicle key is turned off and removed. If not you have a bad GM which is constantly drawing power.
