Happy to report brake booster did cure the issue. And more interestingly can indeed cause a brake pedal to drop to the floor... I think the turning point was when I had a rock solid pedal with the car running brake booster disconnected. Thank you all for the input!

did you have to replace the booster? must be very nice to have brakes that do.

Yes I swapped out the booster and its very nice to now have positive results. It was getting extremely frustrating... Now on to valve cover and upper timing chain gaskets
