Rear Cabin pressure vent removal

Does anyone have a how to guide for removing the rear cabin pressure vents?

of can someone explain the easiest way? I have nothing in the compartments inside so I can get my hand down but I can't figure out how to remove them
can I get them off without removing the bumper?

(part 19 in the attachment)

Why do you want to remove them?
Pull the inner fender liners out and you will have access to them.
