A/C blows hot, interior fan stops, then works.

I have a 2004 X5 3.0, I noticed last summer and now this summer, the A/C will be delayed 10-15 minutes until it starts blowing cold air. Once it blows cold it is fine for the duration of the trip doesn't matter how long I drive. I have also noticed that when it is blowing hot air on automatic it will of course increase blower speed to high, after less than a minute the blower stops and I have to turn off the AC control and back on to get to work, then eventually at medium blower speed it will start working. Any thoughts or suggestions would be greatly appreciated.

Have you checked to see if it is fully charged and the temperature of the air when it is working?

Have you ever replaced the FSR?
