This question was answered back in Oct 19th & 20th of this year when you asked the same question then.

Below are 2 links to the answers posted in your thread back then...the 2nd link below even has pictures of the IHKA control panel opened up & you can actually see the little fan.:
  1. http://www.xoutpost.com/960213-post13.html
  2. http://www.xoutpost.com/960281-post15.html

And in the illustration below...you can see they've shown how the air from the cabin is drawn into the same vent you zoomed in on in your video...that little fan sucks the air in across a thermistor...this is how the temp that's set on the IHKA control panel is regulated.

If you are staying in the car to see if this fan stops...you MUST turn the ignition completely off and for 16 minutes you CAN NOT operate any of the things listed on the P-bus that will keep the car from going into SLEEP mode (the door handles, window switch, any buttons on the remote key, etc).

Does it make that noise only when cold? Or does it continue after it's warmed up?

Just an FYI..

An engine is a mechanical object. No mechanical object is perfectly silent, when oil is cold you're also going to hear a bit more mechanical noise. The noise you described under the car isn't as loud as you make it out to be. My car sounds just like that when cold, but once at operating temperature the sound dissipates.

the noise I recorded was shortly after doing a 70 mile/1h10mins drive so engine wouldn't have been cold.

That engine sounds like a slamming timing chain.
My question is,why OP is not making this video with the hood open.

It does sound like a slight timing chain rattle, but could be a number of other things. Take video with the hood open.

Could be bad bearings in the idler or tensioner pulleys as well. I've heard those rattle.
