I accessed the tubing without removing the tire. Removed the screws holding down the liner and just folding it down.

I thought my car was just drinking all this wiper fluid since I never noticed a leak. When I found the tubing, the lock that holds 2 hoses together was no longer holding it together- I simply put a metal clamp and tightened it as much as I could. Don't want to replace the whole hose as it prob will take a lot more work...
