Sounds like the engine is flooded to me. Holding pedal to floor should still work as clear flood mode as far as I know. Maybe pull the fuel pump fuse. If you can squirt a bit of transmission fluid in the intake or better yet in the cylinders when the plugs a are out that might help with the washed rings.

Update 3
Thanks for the tip about transmission fluid!
I replaced the eccentric shaft motor with a spare I had, taught the stops and the car fired up. I only ran it a few seconds because the partially disassembled engine was spewing oil and coolant everywhere.
A bad eccentric motor shouldn’t cause a no start. I’m thinking the combination of eccentric motor, crazy cold temperatures and tired spark plugs caused the flooding.
I broke another bolt removing the valve cover so I’m working on fixing that and the previous one I broke, then I’ll reinstall the valve cover and replace the plugs. See what I have then.

Update 4
Reinstalled valve cover and installed new spark plugs. The engine runs but somethings still not right. No fault codes in DME. Next step - R&R intake manifold.

Installed 2 new DISA valves…. No change. Still runs like crap.

I give up.

Confirm all injector connectors are fully seated.
Confirm all coil connectors are fully seated. Push connector in while closing lever.
Check fuel pressure at rail w/gage while running.
Read the fuel trims w/obd scanner or ISTA w/warm engine.
Unplug MAF. Does performance change?

Checked injector connectors and coils and looked for vacuum leaks. Now car will barely start up, runs horrible for 10-15 seconds, then smooths out and runs fine. Unplugging the MAF sensor causes a change in the idle. I have a spare evap pump and valve. Thinking of installing them.

Does ISTA have a run-unrest measurement for this car? Wonder if its fuel/injectors? (which I think pshovest was onto...)

After the car starts up and runs horrible for 10-15 seconds it smooths out and idles great. Unplugging the MAF sensor causes a slight drop in idle rpm then smooths out again. Same when plugged back in. The MAF sensor is new, that’s the first thing I changed but it’s an Auto Zone one. I didn’t have time to wait for an OEM from FCP.
So basically I’m back where I was 3 months ago where the engine is hard to start and runs bad for a few seconds then runs fine. It definitely has more power since I changed the broken DISA valves.
It’s strange that it isn’t throwing some kind of code. Does anyone know if the throttle body has actual position feedback or just commanded position? I believe the throttle body is only closed at idle and full open above idle.

Thinking out loud here; if the PCV is clogged, the engine will be starved for air on startup until the eccentric motor and/or throttle body can adjust to make up for it. Sound plausible?
I changed the valve cover and PCV hoses about 3 years ago. BMW replaced the angle connector/heater about the same time.
