How strong is the structure behind the bumper?

I notice that the front bumper (the unpainted plastic part) has a steel structure supporting it. Pressing the bumper won't deform it. My question is, how strong is this structure protecting the whole body in the case of a front impact? 20km/h ? or less?

Hahahaha, very funny. Well actually the reason I asked is because it happened to me. This stupid driver in front of me for some reason didn't put on the brake in an uphill bumper-to-bumper jam. And so it hit my beloved white monster. Some minor scratch on the black plastic. I couldn't see any structural damage but I was just being paranoid and needed some comforting theoretical fact.
