2007 X5 Heater fan not blowing air and how many fuse panels
Can anyone offer any thoughts about why my wife's car heater is not blowing air even though the controller shows the fan s blowing at different settings? My first thought was the fuse panel but only found one that I can not get a diagram for the fuses. I've tested them and seem t be working (not 100% confident in that statement)

Not sure on the 2007, but my x5 had multiple fuse panels between the glove box and right rear luggage compartment.
The final stage resistor is used to control blower fan speed, and it is straightforward to replace it. Search on FSR.
