You can just put a small spanner over rivet, so you can hold it in place, and then grab the stalk with pliers and pull.. Or a variant of that.

I may be wrong, but I believe when car is running, it uses the hydraulic brakes as handbrake, then when you turn off car, it switches to the cable handbrake.. Which is why you sometimes get that...

You can reach in through th engine bay to the back of the headlights to change the bulbs.. just have to do it more or less blind. I just did it, and used phone camera to check what I’d done etc.
