If you mean can the siphon o-ring fail where you have gas but can't start? That's exactly what happens. When any part of the siphon jet system fails fuel will be stuck on the left lobe of the tank...

The more fuel light should not be on at 1/4 tank so that's an oddity. Drive with test six up until the right side reaches the plateau stage...
