Headlight washers only work if your headlights are on and every 4th or 5th time you flicked the steering wheel switch.

It doesn't have to be moving. The Special Program wash (headlamp wash + two runs of the windshield wash) is activated by pushing the putton on the side of the windshield wiper stalk. Anytime you push the button, it will run the program, and from that point on, every 5th manual activation of windshield wash by flicking the stalk back runs the Special Program.
