The Steering Column motors are controlled by the driver's Seat control module. If your seat can still be moved (or doesn't move and you at least hear a clicking when trying to move it) then the fuse is good so the Column motors are getting power.

When the seat module starts to fail it can manifest in several ways. The driver seat's memory positions may not work, the seat clicks but doesn't move, the wheel doesn't move or only 'bumps' a tiny amount when trying to move it, or any combination of those things.

It's a $200+ part and not very difficult to replace. Just be careful as the plastic tabs that hold everything together can be broken off easily while doing so. Plenty of videos online show how that can be replaced.
