If it's blowing air, but it's just not cold, then it's not an FSR issue. FSR only controls the blower speed. Generally, if it needs refrigerant, there is a leak somewhere.... On the other hand, had a problem with mine a couple years ago, where the AC was weak. It was low on refrigerant, topped it off and it went back to working perfectly. I expected to have it go low again within some number of months. But, knock on wood, somehow it's been OK every since. Only thing I can think of was maybe one of the valves was leaking and when recharging it, the valve seated itself.
