the 1000 mf capacitor makes it work, and I am glad there are no error codes - the 10V that you are referring to is actually modulated 12V - it is up and down very fast (thus flickering of LED, if one is used for rear lights), to modulate intensity of the output, and a regular Voltmeter reads median output of 10V...
