Best I can offer you is to reinstall your old bulb. If it works fine, then you know what your issue is.

Suggest not using eBay bulbs in the future unless they're from a reputable seller. Often they're fake and of low quality, and will most likely make your light output worse and less reliable (as you've found out). The fact that the seller just immediately refunded you the money makes me think they're well aware of those facts!
