Sounds like Washington State knife laws. There are all sorts of conflicting laws city-by-city. For example, you can't carry a fixed-blade knife or knife with a longer blade than 3 1/2"in Seattle. But surrounding suburbs have no such law.
Good that Illinois has some amount of reciprocity. And you're probably aware of Utah and Florida permit reciprocity helping travelers out, right?
