Back on topic, a bar across the top would be a sturdy mount, but having experienced a rig like that, I can say that rig has a unique pattern that puts a lot of light out over the hood. That may or may not bother some people, and it may or may not achieve the pattern you are looking for.

Right up front is a better pattern for "driving lights" from what I have experienced. Top mount is better for flooding a shorter but wider area.
My off road lights are PIAA 5291, my fog lights are generic 3000k xenon lights I Got from Amazon for like $50. Both my off road lights and fog lights have a cutoff projection so I don't blind people.
