Meh - Just pull off the offending seam-sealer that's failed. Wire brush with toothbrush-sized brush and a little phosphoric acid (harborfreight sells "evaporust"). Prime with rust inhibiting primer and paint with touch-up paint.

Sure it's a little ghetto but you won't be able to really tell unless you look closely. Either way it'll be better than where you're at now and it won't rust anymore. I did this last fall on my rear drivers side door.

It didn't rust-through anything did it? Looks surface to me.
