BMWs sold in markets that have "hot climate" will have special programming automatically selected for "default" for the HVAC system. Just like BMWs sold in markets that are considered "cold climate" (usually near the Arctic Circle) will have optional features like additional gas fired heaters.

See the chart below for some HVAC settings that can be selected for "hot climate" markets...which can be changed to "normal" if for some reason an owner would prefer a different setting:
