There are no fuses for the lights, everything is controlled by the FRM module. If it sees short circuit for more than 50 ignition cycles it will disable this circuit permanently, setting a software flag. As per BMW the solution is to replace the FRM. You need a proper diagnostic equipment to read the codes from the FRM and see if this is the case.
