Maybe the connection for the UP function at the motor is faulty? Maybe the pin isn't seating or something. Have you tested the connection for +12v when trying up/down. You should definitely get it for DOWN since that works... if you aren't getting it for UP, then something upstream (and not in the door unless it's a frayed/shorting wire) is causing the problem.

You said it was a new motor right?
