I have the same issue and I've had it since shortly after having my windshield replaced. My lights come on for a few seconds then shut off for exactly 1 minute then turn back on if it is dark outside (if it is light outside then then do not turn on the second time). After that situation at startup the lights work normally until the car is started the next time.

My belief is that my sensor behind the rear new mirror has an issue. I have replaced the inside of the sensor (nothing changed) but I have not taken the sensor off the window in order to reattach in order to verify that not being the issue.

Note: I mention that this started shortly after having my windshield replaced because my windshield was replaced in Summer and I didn't notice the issue with the lights until the days got shorter (I don't drive after dark very frequently).
