If you are handy you can verify that the starter is receiving current when the key is turn to the start position. Current means that the starter is shot, no current means you have something else wrong.

As for the IVS being a known fault, why is it that when I tried to Google BMW IVS there is nothing about this being a known fault? The closest thing is EWS IV which is the security module that would have to be aligned with the DME if you need to replace it.
