At the risk of turning this into a political/philosophical thread... the general populous in the US has no respect/care for their fellow citizens. Law or not, people need to realize it is their responsibility to other road goers to maintain/equip their vehicle in a manner that allows others to travel safely as well.
Whether laws are the answer... or public floggings... I have no clue. I can guarantee you one thing though. If financial sector CEO's could go to jail for illegal leveraging, packaging, and trading... the crash of 2008 would not have occurred.
Edit: I agree with you on the taxes though... they are squeezing the lower and middle classes for everything they can. Rich pay it too obviously... it just affects them disproportionately. We pay registration on 5 vehicles which keeps going up, goods, gas (loving lower oil barrel prices currently), utilities, phone/cable services (which tax-payers subsidized to begin with), property taxes to a school district we do not use (or want to use), etc, etc. At least we don't have a state income tax... I guess I can thank the oil barons for something.
