Yeah seems like that is the case. I decided to do it with the lights on, as if I had another option lol. The headlight's aren't really that bad, but the clear is starting to fail. Before that happen's, I want to get them back to new. I got my sandpaper ready, compound, machine polish, DA buffer, and a can of UV resistance gloss clear to seal them. Going to to post some pictures after I finish. Thanks everybody for all of the reply's.
