You don't walk into your FAP, pay for an axle with a receipt, then pay the core charge with cash and no receipt. You pay it once, all on the same invoice and as a part of the grand total. If and when the core is returned the core charge will be refunded from that total amount.

Completely different scenario. You're dealing with a local store compare with dealing with someone over the internet. You don't have the other party (Paypal) to add an additional fee to the transaction. $4.50 may not seems like a whole lot of money but multiply that by 100 customers or 1000 customers and that fee really begins to add up.
I always look at the seller reviews and like I mentioned before the seller had only 1 negative review. All of his other reviews by people that brought the parts were good.
