Were the tires under 50%? If they were, then you didnt 'get' the tires- the dealer was OBLIGATED to install them if it was CPOd.
What was wrong with the windshield? That is rather binary: glass is legal or glass is illegal. Was there a chip the dealer said 'doenst need to be replaced'? Last version of the CPO guideline I have said:

1/4 inch is a damn small chip...BMW dealer selling a car that doesnt comply with the CPO standard is cheating. Problem is proving it once you drive off the lot....
