As you have found out...TEST 21 is not the correct reset procedure for the SI (service interval) display.
The purpose of the "secret menu" is to check the functions and values of the IKE by qualified tech personal (or owners that actually know/understand their purpose and how to use them).
TEST 21 is to be used only by those that understand that its function is to reset how the IKE calculates data when there's been a change and a new "base line" is required for data that is being sent to the IKE. For instance, if you were to change the fuel level sensors in the fuel tank...they send data to the IKE which tells the IKE how much fuel is on each side of the tank and when the fuel level reaches the reserve amount. The OBC's RANGE function would also require this data that is being sent to the IKE by the fuel level sensors. When you replace these sensors...then to get a correct calculation from the new ones...you use TEST 21 to reset thes data. Since you reset this data...the fuel level sensor's have no base line info...so the low fuel calculations is requiring new data to represent the lowest & highest values....once that is established the OBC can then determine what the RANGE can be based on the amount of fuel in the tank. Your reset...put this calculation at "0"...thus the low fuel light is on and the RANGE is equal to zero.
I suggested filling the tank, then doing TEST 21...so that the fuel level sensors can establish what a fuel tank amount is. See info below
If you need to reset anything in the future...make sure you find, then follow the correct instructions for resetting.
