Well did further troubleshooting, basically found out that if I moved the set of wires that ran to the lower cushion I'd get a resistance reading but then it would fall back to 0/short.

So I kept on digging and removed the backrest of the seat, lifted up the cushion. it appears that if I wiggle the wires right where all 4 of them enter into the button cushion and then it appears the 4 wires are glued together at this place thats where i get a on/off resistance reading. At first I thought this was where the temp switch was but its not. At this point the 4 wires come in and then just branch out - no sort of junctions are made here so I don't know why it would be doing this?

Any idea on what I can do, I'm hoping there is a way to repair this without putting in aftermarket heat pads or replacing the entire cushion $$$$.
