Unless you are taking it to the track (on snow tires) i would't think you could consistently exceed the rating of 118 mph in the usa where 75 is pretty much the highest speed limit excepting Montana.

When renting cars in Germany with snow tires it will have a sticker on the wind screen saying 190 kph max.

I wouldn't put blizzaks on my car either but that is a different discussion. Anyway, you need a better tire shop.
