It is intentional. You can purchase an open grille and swap it out yourself.
I recently did that and it improves the looks much more especially since I am a stickler for symmetry.

I anticipate a negligible decrease in MPG which is not really a concern of mine but it will create a slight bit of drag with air flowing into that pocket versus being directed around the vehicle.
