After many years of service sometimes the arms just need to be retired. There is actually a SAE spec out there on blade to glass pressure required for a clean wipe element (the rubber part of the blade) operation.

I would bet that most vehicles over 10 yrs old, that have not seen regular lube maintenance (ALL body/accessory friction points, lubed every spring/fall), will need new wiper links & shaft bushings for proper wiper operation.
