This is a common misconception from doing gasoline engines which do prime their fuel filters when key is in position 2. I have not met a common rail diesel (VW or BMW for that matter) that does this without using a service function software to prime the pump after a filter change.
When the car cranks for 10-15 seconds after the change, it is because it is running the HPFP dry which is terrible for the life of the pump and can lead to total failure.
If you don't want to risk damage you have to prime via DIS or similar tool, or "hotwire" the pump to run and prime itself using the instructions on page 5 of that thread, but that also entails removing seats and jumping wires -

Fair enough. What about the fuel pump relay. Is it still at the rear fuse box on the diesel? Seems like the easier place to jump power.
