The other suggestion for those in a new neighborhood is to go to
http://update.navteq.com/ and submit a request to have your street added. I did this when I moved to a new sub division several years ago and Navteq was very responsive. They even followed up and let me know via email when the streets were added to their database and sure enough, they were in the next map disk release.
