Yes but removing fuse 74 will have no additional side effect since it only powers the telematics related modules. Pulling fuse 74 solved my issue for years since I didn't use the bluetooth or BMW Assist either back then. I just recently replaced my TCU to get everything working again.
On my 2004, fuse 74 controlled:
- Telematics Control Unit (TCU) or Universal Electronic Charging & hands-free unit (ULF)
- Voice Input
- Eject Box
- Compensator
