Remember...some options where not available/offered in the USA market whereas they were available in Europe and other markets. ACC is one of them...it was offered in Europe long before here in the states...which is what Gatojurko is probably referring to (plus he's in Latvia).

Here's a video of Edwin (from the Netherlands) showing an e38 7 series how ACC worked in that model. Again, the US market didn't have this option...but even back during the days of the e38 7 series...Europe did have active cruise control (click link to watch short 3 min video): https://youtu.be/vO5AdLOXeWs
