Do you know how to do instrument cluster TEST 2? If so, do it and see if some of the lights you mention light up when you test the functions of the instrument cluster's instrumentation.
If the cluster lights illuminate...then you can rule out the cluster itself.
If you don't know how to do TEST 2...you can do a quick search on YouTube. Look for instruction by searching using the type of cluster you have (high or low). If you don't know if you have the high or low cluster...if you have a 20 digit alpha/numeric display...then you have the high cluster. If you have the graphic display (for check control warnings)...then you have the low (base) cluster.
There's a difference in how to initiate TEST 2 because the high cluster has TWO buttons (one on left side & one on right side). The low cluster only has ONE button...which is on the left side:
