I do believe that the light on the driver's side does not always articulate in the same way as the light on the passenger side. This is so that you don't blind oncoming traffic in certain driving situations. I can't tell for sure but it looks like the steering wheel is on the left side in your pic...if you're LHD (left hand drive)...then this could be a reason why the left side doesn't appear to be turning in corners.

The driver's side adaptive headlight does turn but only in certain situations. It's all based on speed, steering angle, and yaw data. Like on a curvy multi-lane highway at speed...I think the driver's adaptive headlight will turn.
